MagView and Meaningful Use
Is MagView Certified?
Yes. The MagView Radiology EHR (6.4) - is an ONC-ATCB certified Complete EHR for Ambulatory Care.
MagView has met and been certified in all of the required and optional certification criteria to become
the only dedicated radiology and/or breast imaging system to be certified as a Complete Ambulatory EHR.
What is Meaningful Use?
Health Information Technology (HIT) eliminates a great deal of paperwork and data entry,
and improves the accuracy of stored patient information. As part of the American Recovery and Reinvestment Act (ARRA)
of 2009, over $30 billion was appropriated to encourage investment into HIT and adoption of EHR technology.
The Medicare Electronic Health Record (EHR) incentive program will pay up to $44,000 per Eligible Provider (EP)
over the course of 5 years. These incentives are available to EPs who are meaningfully using certified EHR
products such as MagView. The ACR has also released a statement summarizing this information and how it affects radiologists.
- In order to qualify for the first year's payment, the EP must demonstrate meaningful use for at least 90 days of that year. This includes enrolling in the program, making attestations about meaningful use, and using an ONC-ATCB certified EHR.
- In order to receive the maximum incentive possible, the EP must be reporting on meaningful use to CMS by October 1, 2012. If an EP demonstrates meaningful use by October 1, 2011 they would begin their incentive payments sooner. These payments all will be based on the amount of Medicare claims made by the EP.
- By Stage 3 of the program (scheduled for 2015), CMS will begin to penalize non-compliant EPs. The penalties will be assessed in the form deductions in fee schedule compensation.
How does Meaningful Use fit into radiology and breast imaging?
While it is true that the program is mostly geared towards providing incentives toward Primary Care Physicians,
the ACR has clearly stated that not only do radiologists qualify as EPs, but in fact the ACR has lobbied and
successfully sought out many exceptions to some of the meaningful use requirements that aren't in the scope of practicing radiology.

How does MagView fit into Meaningful Use?
While many requirements are outside the scope of radiology, and radiologists may be able to gain exceptions from many measures,
they will need software which allows them to attest that they are able to meet all of the requirements of meaningful use of
EHR software. As a complete EHR, MagView provides the ability to track all those measures.
Below is a subset of the measures that can be directly applied to radiology, breast imaging,
and a mammography information system such as MagView:

What are the steps towards getting the incentive payments?
Having certified EHR software in place does not automatically start the CMS incentive payments.
There are also a number of steps outside the scope of the software.
This includes meeting the prerequisites, putting EHR software in place, and submitting reports and
attestations to CMS about the meaningful use of EHR technology.
Prerequisites
Before submitting reports to CMS, the EP must be enrolled in:
- The Provider Enrollment, Chain, and Ownership System (PECOS)
- The CMS EHR Incentive Program
Submitting Reports
For Stage 1 of meaningful use in 2011, EPs must submit the numbers manually via a CMS
web portal and attest that the numbers are true. For stage 1 meaningful use in 2012,
EPs must submit the reports electronically via a CMS web portal by, for instance,
uploading a data file created by EHR software. The core requirements define two reports that MagView Radiology EHR 6.4 can produce for you:
- Clinical Quality Measures report
- EPs must report on 3 core quality measures and 3 discretionary quality measures
- While the majority of these do not apply to radiology, submitting zeros is permitted.
- Meaningful Use Measures report
- EPs must report on the percentages of patient's using the various core and menu measures, or the exclusion of such measures.
